Depende sa version e.
In Photoshop 6 or earlier, Go to View > New View.
In Photoshop 7, Go to Window > Documents > New Window.
In Photoshop CS, Go to Window > Arrange > New Window.
Basically, this will open a duplicate window of the same image. You can maintain the old image in 100% while you zoom in on the other image.
